About 1.8 trillion yen worth of surplus funds in the government's special accounts for fiscal 2009 remained unused even after the money was made available the following fiscal year, the Board of Audit has discovered.
This is the first time the board has found that such a large amount of surplus funds in the government's special accounts has not been spent effectively.
Central and local governments create special accounts to reserve funds for specific projects. Due to criticism that the central government's special accounts have been an inefficient use of money, the number of accounts held by ministries and agencies has been gradually reduced from 31 in fiscal 2006 to 17.
