The fiscal 2012 budget was enacted Thursday, in line with a constitutional provision that gives priority to the House of Representatives, which is controlled by the ruling coalition.
With general-account spending totaling 90.33 trillion yen, the budget for the year represents a fall of 2.2 percent from last year's initial budget, the first decline in six years.
