Amnesty International on Tuesday welcomed the absence of any executions in Japan during 2011 but remains concerned that some 130 people are still on death row.
The human rights group noted in its annual report on the death penalty that Japan's two justice ministers in 2011 -- Satsuki Eda and Hideo Hiraoka -- did not sign any death warrants during their tenure, the first time this has happened in 19 years.
