Osaka Gov. Ichiro Matsui said Wednesday he plans to propose to the Osaka prefectural assembly next year an ordinance requiring people with records of sexual crimes against children to register their addresses with the prefectural government.
The envisioned ordinance, the first of its kind in the nation, is aimed at protecting children from sexual crimes by providing offenders with assistance such as counseling by psychotherapists and psychiatrists.
On Tuesday, a subcommittee of the prefectural government council on the promotion of children's healthy growth compiled a report calling for sex offenders to be required to report where they live. (Yomiuri)
